二 | ”10月31日，在省政协“加强法治建设，优化民营企业发展环境”月度协商座谈会上，部分政协委员、省工商联会员和专家学者积极建言。大家认为，在法治化营商环境建设实践中还存在一些制约民营经济发展的堵点问题，如市场准入存在“隐形壁垒”、要素获取不公平、政策不确定性大、所有制歧视等。聚焦民营企业需求，切实解决好这些问题，是辽宁实现全面振兴新突破的现实需要。　　杨新立委员认为，政府“放管服”改革还不到位，各地行政执法水平有待提高，各部门不能完全做到系统协同和数据共享，这些问题直接影响企业运营成本。她建议，进一步深化“放管服”改革，争取尽快形成部门协同、数据共享工作机制，帮助企业节约运营成本。

三 | 　　“制度供给仍需加强。”省工商联执委刘政伟表示，部分惠企政策操作性不强、知晓率不高、落实不到位，企业反映“看得见却够不着”，获得感不足。他建议，探索成立省市县三级层面民营经济服务中心，整合各部门政策兑现事项，构建政策宣传解读体系、实现政策兑现集成服务。　　刘为民委员认为，应持续优化产业园区法治化营商环境，助力我省民营企业集聚发展。他建议，以法治思维引领园区融入全国统一大市场，以依法创新让园区办事更方便，用制度减法剪去条条框框束缚，力求做到规则清晰可把握、司法公正可依赖、行政诚信可预期。
